Frances Oldfield

Frances works collaboratively with clients to develop evidence-led solutions to local and national challenges, drawing on her rich understanding of what works, for who and why.  

Frances’ experience spans the policy cycle, where she uses participatory research methods to create compelling strategic economic narratives, develop investible propositions and craft stories of impact suitable for case making. 

Frances has particular expertise in delivering Magenta Book compliant programme and policy evaluation. Frances leads much of Metro Dynamics’ work in this area, acting as a learning partner to both public and private sector clients. Recent projects include monitoring support and the evaluation of Worcestershire’s Local Skills Improvement Plan, the economic impact evaluation of the Royal Academy of Engineering’s Enterprise Fellowship programme and the evaluation of revenue and capital projects funded by Cambridgeshire and Peterborough Combined Authority’s Local Growth Fund.  

Prior to working at Metro Dynamics, Frances worked at a multinational professional services firm where she worked on national evaluations for central government. She has an MRS Certificate in Market Research and is a Better Business Case Practitioner.  

Frances currently sits on the Metro Dynamics Employee-Owned Trust Board and the steering group of the North of England Evaluation Network.
