Kevin Fenning

Kevin Fenning is an experienced economic development consultant who works with LEPs, local government and government agencies to develop economic strategies for places that are based on robust evidence about businesses and sectors, labour markets, and socio-economic conditions. Kevin has extensive experience of leading analysis of local economies and engagement with groups of stakeholders including: businesses, business representative organisations, local government, higher and further education institutions, training providers, and the voluntary sector. Kevin has led our work for the LGA and BEIS codifying best practice in developing a Local Industrial Strategy.

A large proportion of Kevin’s work focuses on how to improve investment in cities in order to drive economic growth and address housing and infrastructure challenges. This involves work on improving elements of local public sector investment – particularly governance, inclusivity, prioritisation, and delivery. It also involves working with developers and large private investors to understand how to create investments that benefit and complement local places. Kevin has also led research to explore how to better improve national decision-making frameworks for investment.
