Frances Oldfield

Senior Consultant

Frances is an experienced consultant with over four years’ experience of delivering impactful research and data analysis across a diverse range of local economic development policy domains. She has considerable expertise in evaluation design and delivery, using innovative blends of data collection techniques to create evidence-based narratives of what works, for who and why, in order to inform future delivery and case making. Previous experience has also included the delivery of place based socioeconomic profiles, strategic monitoring frameworks and business case development.

Prior to joining Metro Dynamics in November 2021, Frances worked in the Local Economic Development and Regeneration team at a global professional services firm. Here, she spent five months seconded to an international development agency where she led the appraisal of a pilot capital regeneration scheme and researched economic impact models to develop investment monitoring capacity.  

Frances holds a BA in English and History from the University of Leicester, and a History MSc from the University of Edinburgh. She has a certificate in Market Research from The Market Research Society and the Better Business Case foundation qualification. Frances currently sits on the steering group of the UK Evaluation Society North of England Network.
