David Butler

David has a particular interest in economic and fiscal issues relating to devolution, transport and infrastructure, with eight years experience working across policy and strategy in central and local government.
Prior to joining Metro Dynamics, David worked as a Principal Policy Officer at the Greater London Authority where he led on the oversight of Transport for London’s finances and capital planning. This included shaping their business plan, annual budget and long-term capital proposals to reflect Mayoral priorities.
David has also worked as a Senior Policy Adviser at HM Treasury focusing on public spending and infrastructure strategy. David ran critical public spending processes including during the Covid pandemic. David also led the setting of the National Infrastructure Commission’s second fiscal and economic remit at Spending Review 2021 and developing the UK Infrastructure Bank’s initial financial framework.
